Sereniah Breland is a trailblazing local government leader who recently wrapped up an impressive career in public service in July 2026, most recently as City Manager of Pflugerville, TX. Over the course of her career, she led communities in Texas and Oklahoma including Alvin, Guthrie, and Goliad, as City Manager, and got her start through the Urban Fellowship of the North Central Texas Council of Governments. That early opportunity took her from Greenville, TX to Denton as a Recycling Coordinator, and eventually to Sugar Land as Support Services Director, building a career defined by purpose, grit, and impact.
Sereniah is anything but done. She currently serves as Vice President of Mountain Plains for the International City/County Management Association (ICMA), is a past President of the Texas City Management Association (TCMA), and holds a coveted seat in ICMA’s elite Athenian group. She’s also a Governor-appointed member of Texas’s Nonprofit Board and serves on the Advisory Board for the Texas Women’s Leadership Institute, because when one chapter closes, another opens.
A proud grad of Stephen F. Austin State University (BBA) and the University of Texas at Dallas (Master of Public Affairs), Sereniah brings both skillset firepower and real-world experience to everything she does.
When she’s not shaping the future of civic leadership, you’ll find her at a car show, hitting the open road in her motorhome with Ruthie the AussieDoodle, soaking in live music, or exploring the outdoors. In 2025, she even walked across Spain, because why not? Life’s an adventure, and Sereniah is here for all of it.
